Marshall Coover is a public affairs and external relations professional with extensive experience guiding companies through the political, regulatory, and community environments that shape large-scale infrastructure development. Based in Austin, he has built his career at the intersection of state policy, local government, and corporate strategy, helping organizations advance complex initiatives in fast-moving and often sensitive environments. 

Most recently, Marshall served as Senior Director of Public Affairs and External Relations at Treaty Oak Clean Energy, a Macquarie-backed independent power producer. In that role, he led government relations, community engagement, and public affairs strategy for a portfolio of more than 30 projects totaling approximately 17.3 GW of utility-scale solar and battery storage capacity across Texas, Georgia, Louisiana, South Carolina, and other key markets. His work included securing county-level tax incentives, navigating high-stakes permitting processes, and shaping legislative outcomes with material implications for the industry. 

Marshall’s perspective is informed by experience both inside and outside government. Early in his career, he worked in Texas state government and environmental regulation, gaining firsthand familiarity with how policy is crafted, how agencies operate, and how regulatory decisions influence businesses and communities. He subsequently brought that expertise to the private sector as a contract lobbyist and regulatory consultant with Texas Star Alliance, a well-respected bipartisan government affairs firm. 

He also cofounded Duck Camp, an Austin-based outdoor apparel company, where he led the organization from a startup into a respected, industry-influencing brand with more than 35 employees. In this role, he oversaw strategic direction, operational scaling, team leadership, and organizational development—experience that strengthened his ability to build structure, culture, and resilience within high-growth companies. 

Marshall holds a JD from Texas Tech University School of Law and an MBA from the McCombs School of Business at the University of Texas at Austin. He is a licensed attorney in the State of Texas, an additional foundation that informs his approach to regulatory interpretation, stakeholder risk assessment, and executive decision-making. 

Originally from Corpus Christi, Marshall brings a grounded, community-oriented perspective shaped by his Gulf Coast upbringing. He lives in Austin with his family and remains committed to helping organizations build thoughtful, transparent relationships in the communities where they operate.
